About the GAL National Database

What This Is

The GAL National Database is a free, open-access reference resource built for Guardian Ad Litem volunteers, staff attorneys, program coordinators, and child welfare professionals across the United States. It consolidates state-specific handbooks, governing statutes, agency contacts, court procedures, ICWA guidance, and downloadable training materials into a single, organized directory.

Every state page includes a full volunteer handbook, key legal statutes, local agency contacts, court process overviews, and PDF downloads — all freely accessible without registration or login.

Why It Was Built

Guardian Ad Litem volunteers are officers of the court serving some of the most vulnerable children in the child welfare system. The resources they need are scattered across dozens of state agency websites, court portals, and nonprofit databases — inconsistently formatted, frequently outdated, and hard to navigate under the pressure of active cases.

This database was created to solve that problem: one place, every state, always free.

Who Runs It

The GAL National Database is maintained by James McCabe, an independent researcher and child welfare advocate. This is not a government website, not affiliated with any state GAL program, and not operated by a law firm or legal services organization.

Coverage

The database currently covers all 50 U.S. states plus Washington D.C., with complete handbooks, statute references, and local resource directories for each jurisdiction. Content is reviewed and updated on a rolling basis.

Who Maintains This Resource

The GAL National Database is maintained by a small, independent editorial team of former and current Guardian ad Litem volunteers and child-welfare paralegals who have spent years working inside dependency courts. The project began as a personal set of notes kept by a long-serving volunteer advocate who grew frustrated that the practical knowledge needed to serve a child well — which form to file, which local agency to call, how a particular county runs its permanency hearings — was scattered across dozens of disconnected sources or locked inside the heads of veteran volunteers. We built this database to write that knowledge down in one place, in plain language, and to keep it current.

Our Editorial Standards

Every state page on this site is researched and written specifically for that state. We do not republish a single template with the state name swapped in. For each jurisdiction we read the governing statutes ourselves, map the actual court process, identify the responsible child-welfare agency and its real contact points, and summarize the rules in language a brand-new volunteer can act on. Where a state has distinctive law — California's AB 3176 ICWA protections, Florida's Community-Based Care model, Connecticut's distinction between a GAL and an attorney for the minor child — we explain what makes it different and why it matters in practice.

We write original guidance rather than copying agency text. Statutes and official contacts are facts in the public domain, but the explanations, checklists, court-process walkthroughs, and practice tips on this site are our own work, drawn from real courtroom experience. When we describe what to expect at a first hearing or how to write a court report, that is advice we have field-tested, not a paraphrase of a brochure.

How We Keep Content Current

Child-welfare law changes constantly — legislatures amend statutes, agencies reorganize, and local court procedures shift. We review each state page on a rolling annual cycle and update sooner when we learn of a significant change. Every page carries an edition year so you can see how recent the information is, and every page carries a clear notice to verify time-sensitive details (current statute numbers, agency phone numbers, filing deadlines) with your supervising GAL staff before relying on them in a proceeding. That caution is not a disclaimer of quality; it is the same standard any responsible advocate applies before walking into a courtroom.

What We Are Not

We are not a government agency, a court, or a law firm, and we are not affiliated with any state GAL or CASA program. We do not provide legal advice for specific cases, and nothing on this site creates an attorney–client relationship. We are an independent educational resource. If you are a volunteer with a question about a live case, your program staff and supervising attorney remain your authoritative source — our goal is to help you arrive at those conversations better informed.

Corrections and Contact

Accuracy matters more to us than anything else on this site, because real children are affected by the work our readers do. If you find something out of date or incorrect — a changed statute, a disconnected phone number, a court that has moved — please tell us through our contact page. We read every message and correct verified errors quickly. Volunteers, program coordinators, and agency staff are all welcome to send updates from their own jurisdictions.
